Director of Child and Family Services: Arturo

The Child and Family MSO Network Services Director for Austin Travis
County MHMR is responsible for the overall planning, implementation,
and management of the external services provider network for the
MSO. Other responsibilities include: contract development, contract
negotiations, contract oversight, contract management, provider
network development, provider training, contract performance evaluation,
quality management, budget management, performance report development
and management, fiscal management, management information systems,
and claims adjudication and payments. Mr. Hernandez has over 31
years of experience working with children and families in Austin
and Travis County in addressing their special needs, including 18
years of experience in managing multiple youth and family centered
programs and initiatives.
Contract Manager: Open position (512) 483-5892
The Contract Manager performs highly complex network development
functions and quality assurance functions related to external providers.
Information regarding contract services and the responsibilities
of external network providers is communicated by the Contract Manager.
Coordination with Center Counsel, the Credentialing Coordinator
and the Network Contract Monitor is essential to everyday functions
including, but not limited to, contract initiation, amendments,
renewals, and the development and implementation of network policies
and procedures.
External Resource Coordinator: Toni

The External Resource Coordinator works closely with internal and
external partners on billing issues and fiscal management. This
includes claims adjudication, payment request, fiscal reconciliations,
billing details and working with external network providers on billing
issues. The External Resource Coordinator also produces monthly
and/or quarterly demographic and service utilization reports to
Travis County Children’s Partnership, Travis County Juvenile
Court and City/County Youth and Family Assessment Center.
Contract Monitor: Lisa

The Contract Monitors primary responsibility is to assess each provider’s
compliance with the provisions of their contract as a service provider
in the ATCMHMR Provider Network. The Contract Monitor conducts routine
reviews of the provider’s contract performance. Contract Monitoring
activities may be performed at any time in response to a complaint,
concern, problematic service delivery or billing documentation,
or any other reason determined by ATCMHMR. Areas that may be subject
to monitoring include but are not limited to: health and safety;
rights/abuse/neglect; provider qualifications and training; service
delivery; and billing practices.
