The names of all prospective employees are cleared through the Texas Department of Public Safety. Falsification of the application for employment is grounds for dismissal, if employed. Convictions related to any sexual offenses, drug related offenses, murder, theft, assault, battery, or any other crime involving personal injury or threat to another person may make you ineligible for employment in positions in direct contact with consumers of the Austin Travis County Mental Health Mental Retardation Program. Applicants being considered for hire into positions requiring eligibility for the Center’s driving insurance will be required to participate in the Center’s Controlled Substance Testing Program. Employment will be contingent upon the results. Applicants for employment in positions requiring a license, certification, and/or educational attainment beyond the high school level will be required to provide the original license, certification, or educational transcript prior to being approved for hire. Consistent with the Texas Health and Safety Code, §250.006, convictions of criminal offenses, which constitute an absolute bar to employment, are:

 

(1)  has a conviction of any of the following offenses, as listed in Texas Health and Safety     Code, §250.006:

                  (A) criminal homicide (Penal Code, Chapter 19);

                  (B) kidnapping and unlawful restraint (Penal Code, Chapter 20);

                  (C) indecency with a child (Penal Code, §21.11) or continuous sexual abuse of young child or children (Penal Code, §21.02);

                  (D) sexual assault (Penal Code, §22.011);

                  (E) aggravated assault (Penal Code, §22.02);

                  (F) injury to a child, elderly individual, or disabled individual (Penal Code, §22.04);

                  (G) abandoning or endangering a child (Penal Code, §22.041);

                  (H) aiding suicide (Penal Code, §22.08);

                  (I)  agreement to abduct from custody (Penal Code, §25.031);

                  (J)  sale or purchase of a child (Penal Code, §25.08);

                  (K) arson (Penal Code, §28.02);

                  (L) robbery (Penal Code, §29.02);

                  (M) aggravated robbery (Penal Code, §29.03);

                  (N) indecent exposure (Penal Code, §21.08);

                  (O) improper relationship between educator and student (Penal Code, §21.12);

                  (P) improper photography or visual recording (Penal Code, §21.15);

                  (Q) deadly conduct (Penal Code, §22.05);

                  (R) aggravated sexual assault (Penal Code, §22.021);

                  (S) terroristict threat (Penal Code, §22.07);

                  (T) online solicitation of a minor (Penal Code, §33.021);

                  (U) money laundering (Penal Code, §34.02);

                  (V) Medicaid fraud (Penal Code, §35A.02);

                  (W) cruelty to animals (Penal Code, §42.09); or

                  (X) a conviction under the laws of another state, federal law, or the Uniform Code of Military Justice for an offense containing elements that are substantially similar to the elements of an offense listed under this paragraph; and

(2)  has a conviction of any of the following offenses during the five years before proposed employment or volunteer status:

                  (A) assault that is punishable as a Class A misdemeanor or as a felony (Penal Code, §22.01);

                  (B) burglary (Penal Code, §30.02);

                  (C) theft that is punishable as a felony (Penal Code, Chapter 31);

                  (D) misapplication of fiduciary property or property of a financial institution that is punishable as a Class A misdemeanor or felony (Penal Code, §32.45);

                  (E) securing execution of a document by deception that is punishable as a Class A misdemeanor or a felony (Penal Code, §32.46);

                  (F) false identification as a peace officer (Penal Code, §37.12); or

                  (G) disorderly conduct (Penal Code, §42.01(a)(7), (8), or (9)).

(3)  has a conviction of an offense that the MRA or community center determines is a contraindication to employment or volunteer status;

(4)   is listed as “revoked” in the Nurse Aide Registry; or

(5)  is listed as “unemployable” in the Employee Misconduct Registry.

Experience:       The position is located in the Developmental Disabilities division, under the broad supervision of the Associate Director of Internal Provider Services. This position offers administrative and programmatic direction and supervision to staff within In-home supports, Respite services, Supported Employment areas, impacting the quality and quantity of consumer services, and fostering self-determination. This position is also charged with coordinating consumer needs regarding habilitation, socialization, recreation, vocation and other issues within inclusive settings through a network of professionals, advocates, family members and friends. Experience:       The Director of Crisis is a high profile, high intensity position in charge of the direction of all Center Crisis Services. These include Psychiatric Emergency Services, Crisis Respite (the Inn), Mobile Crisis Outreach Team and Crisis Hotline. In addition to managing current operations, this position will be the lead in implementing the Department of State Health Services Crisis Redesign. In this role, the American Academy of Suicidology (AAS) will certify Austin Travis County MHMR Crisis Services at Level IV. This certification level involves every aspect of our current crisis system and will involve expanding some areas under the position’s leadership. The Director of Crisis will be responsible for maintaining good community relationships with law enforcement, local hospitals and emergency departments, the Travis County Healthcare District, elected officials and consumer groups. In conjunctions with the Center’s Director of Communications, the Director will develop the required communication and publicity materials to achieve an maintain certification by AAS. With a minimum of ten (10) years experience in management, budgeting and mental health required.

TECHNICAL POSITION

 

MSO TEAM LEADER/Child and Family Services

Experience:       The Managed Service Organization (MSO) Team Lead position works under the supervision of the Director of the Child and Family Services Division within ATCMHMR and requires close coordination with multiple department within the Center’s Administrative Services Division, Credentialing Department of the Medical Director’s Division of ATCMHMR, and external organizations with whom the Center has inter local contractual arrangements. This position maintains a significant leadership role in the Center’s CFS/DD MSO function. Assignments involve difficult and responsible management and oversight work in business and fiscal areas with extensive latitude for the use of initiative and independent judgment. The purpose of this position is to perform a myriad of complex administrative, business and managed care functions, which support and maintain MSO business operations including developing MSO Systems and operational protocols; software administration and assisting with provider network development and capacity management functions. Specifically, responsibilities include: providing significant leadership for network service provider development and management; support of Center software administration including staff training and technical assistance; liaison with providers on billing issues; claims adjudication and other billing functions (facilitation of claims payment); meeting coordination and routine fiscal reconciliations and critical reporting; and management of a complex braided (integrated) budgetary funding pool. Responsible for developing and presenting on critical reporting complex braided (integrated) budgetary funding pool. Position requires at least 5 years experience with business operations including computers; human services program environments, data entry and fiscal processes, and proficiency in the use of multiple software systems, including Excel or similar product. Demonstrated experience in leading teams toward meeting operational objectives is required.

HOMELESS MANAGEMENT INFORMATION SYSTEMS SERVICES/COMMUNITY VOICE MAIL TECHNICAL ASSISTANT, 4019 MANCHACA ROAD, HMIS/CVM

Experience:       Under the direct supervision of the coordinator of the Homeless Management Information system (HMIS) and Community Voice mail (CVM), but with advanced skills and limited supervision, maintains the HMIS system prepares regular and ad hoc reports for the HUD participating agencies. Maintains system integrity by data quality. Assists with coordination of implementation of the Service Point software program among Austin area homeless service providers, acts as system support for new users, and performs local security functions for the system. Experience:       The Web/Graphics Coordinator provides production and coordination support for websites and communication plans and services targeted to consumers and organization in order to insure that the websites are current and that communications materials are produced in a timely manner. The Web/Graphics Coordinator will manager creative direction of ATCMHMR publications and electronic communications, will collaboratively work and coordinate with staff to design and produce all communication materials in line with established branding guidelines. Must process a strong background in print and web production, experienced in creating websites, web management, marketing principles for internet and internet protocols, and using a content management system. With proven track record and demonstrated success in multi-project management and must be proficient in Adobe Photoshop, Illustrator and DreamWeaver; Macromedia Flash, and QuarkXPress in PC and Macintosh environments; familiarity with advanced HTML. Must be able to work efficiently under multiple deadlines with attentive to detail and ability to multi-task.  A minimum of two-three (2-3) years experience in computer programs and applications required. Experience:       The Network Contracting Coordinator is located in the Developmental

Disabilities and the Child and Family Services Division. Duties is to perform highly complex network contract and quality assurance work ensuring that external provider services are of high quality and services are of best value and that appropriate services and supports are such that help individuals achieve a quality of life and community participation acceptable to the individual and legally authorized representative. This individual will work under the general supervision of the network division directors with high latitude for the use of initiative and independent judgment. Requires five (5) years experience developing, coordinating and managing contracted services in a community-based developmental disabilities and mental health services system of care.  Position requires extensive knowledge of community resources, knowledge of children’s mental health/developmental disabilities service delivery values, principles, objectives, models, standards and methods and program policies and procedures.  Must also possess extensive knowledge in developing and measuring quality-contracting standards as well as experience in developing contracting policies and procedures.  Successful candidate will need the ability to train others and provide technical assistance on service quality assurance activities and service delivery evaluation. With a minimum of five (5) years experience in customer service, mental retardation and children’s mental health required. At least three (3) years experience in word processing, Excel, spreadsheet and organizational skills required.

Experience:       The primary purpose of position is to provide individual psychiatric rehabilitative skills training and crisis assessment/management in the client’s home or in the community environment. This service is done by providing ongoing assessment, preliminary diagnosis of client’s presenting Axis I psychiatric and co-occurring disorder under the supervision of the treating psychiatrist and the e ACT Team Manager, who is a licensed LPHA, and ongoing treatment of the Axis I disorders. The position provides coordination of community resources to assist clients in accessing medical, social, educational, financial, and other appropriate services that help the individual achieve an improved quality of life and increase tenure in the community while decreasing the need for inpatient hospitalization. At this advanced level, client caseloads are complex and unstable with increased need for crisis intervention. Worker is performed under limited supervision of the unit manger with extensive latitude for the use of initiative and independent judgment. Graduation from an accredited four-year college or university with a major in a social, behavioral, or human services field is required. Minimum two years direct client care experience in mental health required. Education may be substituted for experience. Center certification as Qualified Mental Health Professional (QMHP) required. Applicant must have knowledge of community resources; of case management/service coordination principles, objectives, standards and methods, and of program objectives, policies and procedures. Applicant must have the ability to assess and coordinate services for individuals with chronic mental illness, ability to communicate effectively with diverse cultures and socio-economic populations, ability to instruct others and demonstrate effective social behaviors and skills necessary for client success. General math and computer skills necessary to document work perform and update automated clinical records is required. Fluent in Spanish is preferred.
