Notice of Pre-employment and Pre-assignment Clearance

The names of all Austin Travis County Mental Health Mental Retardation Center (“ATCMHMR”) prospective employees are cleared through a pre-employment criminal history and registry clearance.  The clearance will search data from the Texas Department of Public Safety, the U.S. Department of Health and Human Services Office of the Inspector General (OIG) List of Excluded Individuals, the Texas Department of Human Services Nurse Aide Registry and Employee Misconduct Registry, and the Texas Department of State Health Services Client Abuse and Neglect Reporting System. Additionally, a Federal Bureau of Investigation (FBI) fingerprint clearance is conducted for those applicants who have resided outside the state of Texas within the past two years of application. A conviction for any of the offenses listed below is a bar to employment with ATCMHMR:

·         Criminal homicide (Penal Code, Chapter 19);

·         Kidnapping and unlawful restraint (Penal Code, Chapter 20);

·         Indecency with a child (Penal Code, §21.11) or continuous sexual abuse of young child or children (Penal Code, §21.02);

·         Sexual assault (Penal Code, §22.011);

·         Aggravated assault (Penal Code, §22.02);

·         Injury to a child, elderly individual, or disabled individual (Penal Code, §22.04);

·         Online solicitation of a minor (Penal Code, §33.021);

·         Medicaid fraud (Penal Code, §35A.02);

·         Cruelty to animals (Penal Code, §42.09); or

·         A conviction under the laws of another state, federal law, or the Uniform Code of Military Justice for an offense containing elements that are substantially similar to the elements of an offense listed under this paragraph; and

·         A conviction of any of the following offenses during the five years before proposed employment or volunteer status:

                  (A) Assault that is punishable as a Class A misdemeanor or as a felony (Penal Code, §22.01);

                  (B) Burglary (Penal Code, §30.02);

                  (C) Theft that is punishable as a felony (Penal Code, Chapter 31);

                  (D) Misapplication of fiduciary property or property of a financial institution that is punishable as a Class A misdemeanor or felony (Penal Code, §32.45);

                  (E) Securing execution of a document by deception that is punishable as a Class a misdemeanor or a felony (Penal Code, §32.46),

                  (F)  False identification as a peace officer (Penal Code, §37.12); or

                  (G) Disorderly conduct (Penal Code, §42.01(a)(7), (8), or (9)).

In addition, convictions of other types of criminal offenses may be considered a contraindication to employment with ATCMHMR, in ATCMHMR’s discretion.

ATCMHMR will not hire any applicant who is listed as revoked in the Nurse Aide Registry or as unemployable in the Employee Misconduct Registry, or who has a confirmed allegation in the Client Abuse and Neglect Reporting System.  Applicants being considered for hire in ATCMHMR’s Behavioral Health Division and applicants being considered for hire into positions requiring eligibility for the Center’s driving insurance will be required to participate in the Center’s Controlled Substance Testing Program. Employment will be contingent upon the results. Applicants for employment in positions requiring a license, certification, and/or educational attainment beyond the high school level will be required to provide the original license, certification, or educational transcript prior to being approved for hire. Note: A fully completed Austin Travis County MHMR Center application is required for consideration of employment. ADMINISTRATIVE/MANAGEMENT POSITIONS

DIRECTOR, INTELLECTUAL DISABILITIES DIVISION, 1430 COLLIER STREET, DEVELOPMENTAL DISABILITIES DIVISION

Education:        Master’s Degree in the Human Services or Public Administration field required.

Experience:       Under the broad direction of the Director of Programs and the Executive Director, and with great latitude for decision making, serves as Director of Intellectual Disabilities area. The Director will provide direction and oversight to program staff, ensures the use and evaluation of best practice models of services, and ensures the financial viability of the ID area. Represents the Center in community and statewide settings where a voice for Intellectual Disabilities is appropriate. The individual in this position must process the knowledge of Medicaid and other funding sources plus the ability to oversee the management of the services system that meets requirements of funding sources. Must have knowledge of state laws and applicable rules related to intellectual and developmental disabilities and knowledge of best practices models of service. Must have proven ability to manage large work groups with successful outcomes. Proven success developing, implementing, monitoring, and managing budgets in excess of 1 million dollars. Must have the ability to constructively and efficiently work with other professionals and staff, community representatives, persons with disabilities, and family members and the ability to foster strong, positive, working relationships with interagency and intra-agency team members. The minimum of seven (7) years experience in management and mental retardation required. At lease five (5) years experience in budgeting, Medicaid and supervision required.

ASSOCIATE DIRECTOR, 56 EAST AVENUE, MANAGED CARE SERVICES

Education:        Bachelor’s or Master’s Degree in the Human Services field required.

Experience:       Under the administrative supervision of the Director of Network Development and Management, the Associate Director for the administrative and clinical responsibilities of the Single Point of Entry, continuity of Care, Wait list management and Utilization management, and related contracts. The employee in this position is responsible for providing sound leadership and supervision, managing the area budget, continuously improving service practices, and participating in Center and community-wide planning. The Associate Director performs work duties with high degree of autonomy and functions. This position oversees and manages Utilization Management and call center functions for Austin Travis County MHMR Center, Tejas Behavioral Health, contracts and Inter-local Agreements with the City and County and Travis County Healthcare District. The Director is responsible for maintaining working relationships among internal and external customers, State mental Health Facilities, city and County personnel related to the SAMSO contracts, county courts and health plan customers. This position requires at least five (5) years progressively responsible management and supervisory experience. The position requires a minimum of five (5) years experience in utilization management with clinical experience in work with individuals who experience chronic mental illness or who have dual disorders of mental illness and substance use disorders. This position requires the individual have knowledge of state laws and applicable rules related to mental health, intellectual and developmental disabilities and substance use disorders. Must have knowledge of management skills and techniques, including administrative practices and fiscal management. Must process the ability to effectively communicate ideas and complex concepts with individuals from diverse cultural and socio-economic backgrounds through oral and written communication, to foster strong, positive and effective working relationships with inter-agency and intra-agency team members, encouraging and supporting interaction among various team members across organizational lines. Must have working knowledge of computer, and software and the ability to delegate responsibilities appropriately and hold staff accountable for outcomes, and knowledge of managed care and managed services environment. Must process the ability to summarize and produce effective statistical and analytical reports. The minimum of five (5) years clinical experience, crisis intervention, data entry, word processing and budget experience required.

Licenses:          LCSW OR LPC license required.

Experience:       This position is primarily located in the Respite Unit of the Developmental Disabilities Division. The primary purpose of the position is to provide specialized health care, training and education to consumers, family members and direct support staff in a community based setting. In addition, this position will provide professional leadership in nursing and medial support, in-service, and training activities to parents, students, and community groups when requested and as approved by the Director of Developmental Disabilities. At this advanced level, work is performed under general supervision with extensive latitude for the use of initiative and independent judgment. The RN position reports to the Associate Director of Internal Provider Services and has some direct supervisory duties. Three (3) years experience providing direct care for active substance abusers, mentally ill and or developmentally disable individuals preferred. Must process the knowledge and ability of nursing techniques and procedures, community services and resources applicable to the target population, skilled in health curriculum development and the ability to communicate effectively with diverse cultures and socio-economic populations on various sensitive matters, developing health-centered service relationships with clients. With a minimum of two (2) years experience in management, Medicaid and computer application required. At least one (1) one year experience in dual diagnosis and mental retardation required.

RN, 56 EAST AVENUE, MOBILE CRISIS OUTREACH TEAM (MCOT)

Experience:       The position of RN for the Mobile Crisis Outreach Team provides specialized psychiatric nursing services. The Mobile Crisis Outreach Team is designed to be immediately available to respond to clients at the site of the crisis. When not responding to crisis calls, the position is co-located with Psychiatric Emergency Services at the Nadine Jay Building unit of the Crisis Services Division of Austin Travis County MHMR. This position works in close conjunction with and in support of Austin Travis County MHMR’s Psychiatric Emergency Services and the Crisis Intervention Teams. Of the Austin Police Department and Travis County Sheriff’s Department providing nursing assessments, interventions, brief follow-up and service linkage to adults and children/youth in non-clinical community settings. There is extensive latitude for the exercise of independent judgment. Three (3) years experience in providing direct care for individuals with mental illnesses and or substance abuse preferred. With the minimum of five (5) years working experience in assessment and health care and crisis intervention required. At least two (2) years working experience in dual diagnosis and case management required.

Licenses:          RN Licenses for the State of Texas required. Current and valid Texas driver’s license and a clean driving record required. Must be eligible for the Center’s driving insurance. REHABILITATION SPECIALIST, 1631 EAST 2ND STREET BLDG. D, PSYCHIATRIC & COUNSELING SERVICES COMMUNITY TREATMENT TEAM

Education:        Bachelor’s Degree in Social Work or Psychology required. Master’s Degree preferred.

Experience:       The Rehabilitation Specialist provides individual psychiatric rehabilitative skills training and crisis assessment and management in the client’s home or in the community environment. The Rehabilitation Specialist assess presenting symptoms within the clinical diagnosis to assess the client’s mental impairment, develop a personalized plan to provide services sought by the client, coordinate appropriate services and provide necessary skills training to facilitate the client’s success in achieving and maintaining the maximum possible level of independent functioning. Service may include providing interventions utilizing best methodologies necessary to obtain or maintain employment or housing, or to obtain services such as medical care, dental care, food clothing, utilities, financial assistance, transportation, legal assistance, or any other basic human need and the coordination of these services to assist the client in obtaining these services. At this advanced level, client caseloads are complex and unstable with increased need for crisis intervention. Work is performed under limited supervision of the unit manager with extensive latitude for the use of initiative and independent judgment. Community based services are required. At least one (1) year experience in case management, counseling, crisis intervention and mental health experience required.

Licenses:          Current and valid Texas driver’s license and a clean driving record required. Must be eligible for the Center’s driving insurance. If chosen for an interview, must provide current (within 30 days) copy of driving record for consideration of position. REHABILITATION SPECIALIST, 56 EAST AVENUE, THE INN

Education:        Bachelor’s Degree in the Human Services field required. Master’s Degree preferred.

Experience:       This position may be located in any service unit of Austin Travis County MHMR. The primary purpose of the position is to assess a client’s mental impairment, develop a personalized plan to provide services sought by the client, coordinate appropriate services and provide necessary skills training to facilitate the client’s success in achieving and maintaining the maximum possible level of independent functioning. Services may include developing skills necessary to obtain or maintain employment or housing, or to obtain services such as medical care, dental care, food, clothing, utilities, financial assistance, transportation, legal assistance, or any other basic human need and the coordination of these services to assist the client in obtaining these services. At this level, client caseloads are relatively stable with limited need for crisis intervention. Work is performed under the general supervision of the unit manage with moderate latitude for the use of initiative and independent judgment. Must have knowledge of community resources, of case management and service coordination principles, objectives, standards and methods, and of program objectives, policies and procedures. The ability to access the client needs and to coordinate client services, communicate effectively with diverse cultures and socio-economic populations and the ability to instruct and demonstrate effective social behaviors and skills necessary for client success. With a minimum of (2) year experience in case management and clinical experience required. At least one (1) year experience in crisis intervention required.

Licenses:          Current and valid Texas driver’s license and a clean driving record required. Must be eligible for the Center’s driving insurance. THERAPIST, 105 WEST RIVERSIDE DRIVE, CHILD & FAMILY SERVICES

Education:        Master’s Degree in the Human Services field required.

Experience:       The Therapist provides clinical treatment, service coordination, and information and referral services for assigned Center consumers. The clinical treatment may include outpatient services in the modalities of individual, family and group therapies. Additional services may include collateral contacts; count testimony, and case consultation. Services may be provided at program sites or within the environment of the consumer’s home or school setting. The therapist develops and implements an individualized treatment plan t hat may include mental health assessment, advocacy, intensive care coordination, parent training, family support, crisis intervention, therapy and skills training. Must coordinate with multiple child serving systems when necessary. Must meet the requirement of obtaining 65% direct service hours per month and provide timely and accurate documentation. Awareness and knowledge of cultural diversity in the community is beneficial. At least two (2) years experience in children’s mental health, computer applications, and counseling required. Bilingual in Spanish a plus.

Hours:              Full-time, Monday – Friday with flexible hours, some evenings required.

Salary:              $2,535 - $2,772 per month depending on Bilingual status.

This position is mentored by and works closely with the Qualified Mental Health Provider. RELIEF DIRECT SUPPORT I, 1900 CORONA, DEVELOPMENTAL DISABILITIES RESIDENTIAL SERVICES

Education:        High School Diploma or GED equivalent required.

Experience:       The position of Relief Direct Support Professional is located in the Developmental Disabilities division. The Relief Direct Support Professional position provides services and supports to assist consumers to live and participate successfully in their homes and community, especially training in daily living skills. Assignments involve supporting people with various challenges in-group home settings, often without on-site direct supervision, requiring use of initiative, knowledge of and access to community resources, and independent judgment and problem solving.  At least one (1) year experience in computer application, Managed Care, mental retardation and assisting the mobility impaired required.

RELIEF LPHA, 56 EAST AVENUE, MOBLIE CRISIS OUTREACH TEAM

Education:        Bachelor’s Degree in the Social Services field preferred. Master’s Degree in the Social Services required.

Experience:       The relief position is a part of the Mobile Crisis Outreach Team, which is technically, located a Nadine Jay Building at PES but mostly works out in the community. The primary purpose is to provide professional-level crisis intervention services including but not limited to: screening, assessment, diagnosis, and treatment of individuals with mental illness, chemical dependency, and or homeless in the community, including adults, adolescents and children. At this level assignments of moderate to significant complicity are handled with considerable independence by a team of two or more on duty. The relief employee has significant latitude for the exercise of independent judgment in most work performed and or supervised. Minimum of two (2) years experience working in a clinical setting and mental health required. At least one (1) year experience in crisis intervention and substance abuse required.

Licenses:          LCSW, LPC, LMFT, LPHD licensure required. Current and valid Texas driver’s license and a clean driving record required. Must be eligible for the Center’s driving insurance. If chosen for an interview, must provide current (within 30 days) copy of driving record for consideration of position. Applicants being considered for this position will be required to participate in the Center’s Controlled Substance Testing Program.

Hours:              10 AM – 8 PM, any day as needed.

Salary:              $18.24 - $24.53 per hour.
